TEI.XML (TEI XML DTD fragment) controls whether the TEI DTD generated is to be in XML or SGML.

Note
If this entity is undeclared, or has the value ‘IGNORE’, the parameter entities defining omissibility in each element declaration in the DTD will be instantiated, and the resulting DTD will therefore be processable only as an SGML DTD. To produce an XML version of the DTD, the user should declare this entity with a value of ‘INCLUDE’; this will override the default.
